Kalind, corruption of bad regulations may do some good, but it can prevent public recognition of the overall harm caused by those bad regulations and thereby prevent changing those regulations.
Of course, graft itself is also harmful and "to make laws that man cannot, and will not obey, serves to bring all law into contempt."
In India also, we have a lot of regulations but most business get around them with a lot of corruption. So is corruption a good thing??
